For the Sudit Department I would suggest the
annexed pro-forma of a check called "Register of Junk Certifions@ of Registry and Licences issued" and another pro-forma for a periodical return to that department showing the fees collect-
-ed under each heading from which the collection may be checked.
It has been the practice to issue Audit
Receipts for Fees received. With the new procedure there will be no receipt issued; the Certificate of Registry in the hands of the Owner, Masters of Agents of vessels is sufficient proof that they have paid what is due. This can easily be ascertained by
the Amdit numbers on outstanding Junk Certificate of Registry
and from the Register of Junk Certificates issued.
I also submit a pro-forma of a "Register of
foos received for Annual Renewal of Junk Certificates of Ragia-
-try and Licences".
The question of Armament is very un-
-satisfactory. Although a junk is allowed to carry a limited
number of Arms she is permitted to replenish her supply of power etc., at may place under the excuse of having had to repulse
